Hon. David Mills, Minister of the Interior in the Mackenzie Government, had moved a resolution in the House looking to the reorganization of the Dominion Senate. By the Confederation Act, the Members of the Senate were appointed for life, by the Governor in Council. A Conservative Ministry having made most of the appointments the Chamber naturally partook of a complexion highly unsatisfactory to the Liberal Party. (Excerpt from: Bengough, John Wilson.
